Notting Hill, London 1976. The Notting Hill Carnival started as a low key local Caribbean community event. By 1976 as many as 150,000 people were attending. Violence erupted and running skirmishes developed that led to a full scale riot. A police officer talking to more senior members of the Black British community asking them to try and restore order 1970s UK.
