Riga Latvia and Tallinn Estonia were both Baltic Sate country and part of the Soviet Union 1989. Food and electrical appliances are scarce in July 1989, the country started to become independant of the Soviet Union. Both Latvia's and Estonia's sovereignty were fully restored in 1991. On August 22, 1996, the Latvian parliament adopted a declaration which stated that the Soviet occupation of Latvia in 1940 was a military occupation and an illegal incorporation.
